The program was a dissemination, exchange and adaptation of experiences of public art within a German-Hungarian collaboration. Its basic questions were how can art help those living in deep poverty (Hungarian experiments), and what formal and informal ways of applying art are there in Germany within well working social systems? Can social art innovation be integrated into social care systems?
The works centered around the motivations behind scapegoating and aimed to use urban green areas.
